The Texarkana Rotary Clubs' 35th Annual Public Safety Officers Appreciation Luncheon was held Tuesday at First Methodist Church to honor the 2015 Public Safety Officers of the Year, and our wonderful keynote speaker was Congressman John Ratcliffe, U.S. House of Representatives, 4th District of Texas. The officers of the year who were recognized include: Texarkana, Texas Fire Dept. Firefighters Josh Hawkins and Brad Smith, Texarkana, Arkansas Fire Dept. Captain William "Bill" Smith, Bowie County Sheriff's Dept. Deputies Michelle Carrier and Kenneth McMillen, Miller County Sheriff's Dept. Investigator Patsy DeHart, Texarkana, Texas Police Dept. Detective Latriesha Shanks, Arkansas State Police Corporal Robert D. Wilson, Texas Dept. of Public Safety Trooper Decori Birmingham, Texarkana, Arkansas Police Dept. Corporal Lloyd Douglas, and Nash Texas Police Dept. Detective Michael Sutton. Also present were Texarkana, Texas Mayor Bob Bruggeman and Texarkana, Arkansas Mayor Ruth Penney Bell who introduced each of our Public Safety Officers of the Year and described the amazing efforts and courage each officer put forth to protect and serve our community. We thank the awardees as well as the entire Public Safety force in our greater Texarkana community for the brave and commendable work you do each day for us to keep us safe and thriving!
