The Rotary Clubs of Texarkana hosted the 34th annual Cecil Phillips Public Safety Officers Appreciation Luncheon today. This luncheon honors all public safety officers from Texarkana Texas and Arkansas, as well as Bowie and Miller Counties. The guest speaker for the luncheon was David Resch, Special Agent in Charge with the FBI Little Rock field office. LifeNet sponsored the awards and gifts given to the officers at the luncheon.
